SHENINGTON WITH ALKERTON PARISH COUNCIL

The meeting of the Parish Council on Monday, September 24 2007 in the Village Hall was attended by six councillors, Parish Clerk Wendi Court and 9 members of the public.

The draft minutes were amended to take account of some nine changes proposed by one member of the councillor.

The Parish Council expressed its thanks to John Evans, as Responsible Finance Officer, for preparing the accounts and submitting them to the Council?s external auditors. The ride-on mower donated to the Council has been added to its assets, valued at £500. The balances in the current and deposit accounts are £5,130 and £5,027 respectively.

The arrangements for appointing Wendi Court as Parish Clerk, in particular the appropriate salary scale, have to be finalised.

The Council have received a letter of thanks acknowledging receipt by the Parochial Church Council of the grant towards the upkeep of the two churchyards.

There will be a private meeting of the council on October 1 with a representative of the Oxfordshire Association of Local Councils to review the workings of the present Council in an effort to reduce the existing level of tension.

The ownership of the wall at the Stone Pit from which stone has been removed is now a matter of dispute. The Chairman and the Vice-Chairman will attempt to resolve this and report back at the next Council meeting.

Council members were favourably disposed to the planned development at Hillarys on Shenington Hill, particularly the use of Hornton stone on the roadside frontage. The Council noted the refusal of lawful development for a ramp from the house to stables at Long Acres. They expressed their concern over the manner in which work had been done and retrospective approval sought. Keith Hainsworth and Tim Dowdeswell declared an interest in the development at Long Acres. No vote was taken on the issue.

It was agreed to discuss the specific need for affordable housing in the Parish at the Council?s next meeting. In particular it will review the financing and execution of an appropriate survey.

Following criticism of a letter sent by a councillor to Cherwell District Council it was agreed to conform to the practice whereby all such letters should be sent and signed by the Parish Clerk.

Keith Hainsworth reported on a discussion group meeting on Cherwell District?s Development Plan attended by himself and Gillian Crabb. He felt that only a small proportion of parish councillors had been able to attend and had doubts on the relevance of the discussion group?s conclusion in favour of development of the site at Upper Heyford. He also reported on correspondence he had received indicating that an arbitrator?s report was against the development of a waste tip opposite the New Inn but favouring one near Hornton Grounds Farm.

The Council expressed concern that the withdrawal of school buses to Stratford and Warwick could re-occur in the next year.
