Notes of a Meeting to discuss Highway matters at Shenington Parish Council request

1. Stocking Lane
Concerns were raised regarding the speed of traffic using this road and the potential development that may worsen the situation. Vaughan Hughes of OCC to be in invited to discuss by KH.

DM to check if School Travel plan exists and liaise with "Better Ways to School team". A plan does exist and it was approved in March 2006. It is valid for 2 years and I would recommend the PC discussing this with the school.

The creation of an approved travel plan attracts a small budgetary allowance for the school to spend.


2. Village Green

KH requested a map of the village green (both parts) indicating land ownership/responsibility. DM to arrange subject to policy. The land records for the highway are available for inspection at Speedwell House where you are able to view the original documents. To arrange this please contact John Boyd on 01865 815082. This allows you to see them in as much detail and clarity as the map affords. As explained at our meeting we do have a policy of not sending copies out. Christine Rodgers of Demographic Services at County Hall, New Road, Oxford OX1 1ND, tel 01865 810806 can provide you with access to the village green records.

KH canvassed OCC views on removing the setts from the village green. After consideration since the meeting this is not in line with best practice for the protection and life of the carriageway and I would not consider there premature removal as best use of the asset as it is likely to be at the roads detriment.

3. Shenington Hill South Side

Old dry stone walling recently exposed below existing mortared wall, immediately adjacent the road. Concern raised over its integrity. AL to put in for inclusion in the highway assessed maintenance program (HAMP) for assessment in 07/08.

4. OCC Planned Highway Inspection (due in November)

Several issues highlighted today on joint inspection.

· Clearance of vegetation on verges
· Repair to potholes
· Clearing of verges encroaching onto Carriageway
· Landowners to repair stonewalls - PC to approach in first instance with OCC to follow up based on response received.
Obstructions on the highway - large stones/rocks. It was confirmed that there is a policy on this and OCC will make contact with residents who place obstructions on the highway.
