SHENINGTON WITH ALKERTON PARISH COUNCIL

The meeting of the Parish Council on Wednesday, January 10, 2007 in the Village Hall was attended by six councillors and 3 members of the parish. The chairman, Mr K, Hainsworth took the minutes of the meeting as the previous Clerk, Mr C. Gibson has resigned.

In the initial Open Forum the Council was asked why the attention of members of the parish had not been drawn to the desirability of commenting on the additional sites added to the Cherwell Development Plan. The chairman apologised for his failure to do this. The Council have not yet been informed of the development category of the parish.

The minutes of the meetings held on November 8 and December 5 were approved.

Mr T. Dowdeswell reported that the revised bank mandate was almost complete but the Council agreed to settle several outstanding accounts using the existing mandate. The budget for the year was discussed. It initially showed planned expenditure of £5,250 against the stipend of £5,000, a deficit of £250. However in view of the vacancy for a clerk the actual salary expenditure will be significantly less than that planned. At the request of the auditors he had made an assessment of various risks and this analysis was approved by the Council.

Mr Hainsworth reported that there was likely to be an increase in fly tipping. Cherwell District Council intends to prosecute and would welcome information from anyone witnessing this activity.

Mr K. Adams reported on discussions with members of Oxfordshire County Council on the cost of providing additional street lighting in the village and also on highways and the Green.. The Parish Council expressed concern over the state of the roadside verges, particularly on Alkerton Hill.

Mr S. Mitchell reported that noise readings taken at the back of the school during Go Kart meetings had been deemed not to be excessive. This was contrary to local opinion and he will undertake to have further readings taken elsewhere in the two villages.

The Council discussed what they believed was the role and the appropriate salary of the Clerk.

The next meeting will be held in the Village Hall on Wednesday, March 14 at 7.30 pm
