BANBURY AND NORTH CHERWELL SITE ALLOCATION DEVELOPMENT PLAN

The extra-ordinary meeting of the Parish Council on Tuesday December 5 in the Village Hall was attended by all seven councillors, the Clerk and some 30 members of the parish.

This was a meeting of the Council primarily to prepare its response to Cherwell District Council, following the listing of three additional sites in the Banbury And North Cherwell Site Allocation Development Plan.

The sites are shown in the "Shenington Green". Two are part of the site shown in the original plan (land owned by the Coles Family Trust) and the third is the field with allotments at the end of Mill Lane owned by the Court family.

Gillian Crabb, who has the portfolio for Planning, outlined draft responses to Cherwell District Council giving a restatement of the reasons for rejecting these and the previously proposed developments. She has also recorded anomalies in the detailed submissions. The proposed letters were discussed by the Parish Council and agreed in principle. She will finalise the wording with the Clerk before despatch to Cherwell.

Prior to the discussion on the Development Plan, the auditors' report was approved, Tim Dowdeswell recording that details of the budget will be emailed to members for discussion at the next meeting. The Council also authorised the Chairman to sign wayleave documents to agree the re-routing of cables at 2, The Green.

The lack of comment in the final Open Forum indicated the general agreement with the Council's action. It was pointed out that a very recent change in the guidance from Central Government means that ?windfall? development can now be counted towards the development requirements imposed by them on Cherwell District Council.

Members of the village were strongly recommended to write to Cherwell District Council either to support or to object to the proposed additional developments, the closing date being December 22.

In response to a request for better information to members of the village without Internet access, the Chairman promised that the Council would circulate a house-to-house flysheet round the villages in the near future.

At the end of the meeting, the Chairman announced that the Clerk, Colm Gibson had resigned due to a change in his working commitments.

The next meeting will be held on 10 January 2007.
