Cherwell Local Development Framework: Banbury and North Cherwell Site Allocation Development Plan

The meeting of the Parish Council on Monday August 14 in the Village Hall was attended by six councillors, the Clerk and between 90 and 100 members of the parish.

In his opening remarks the Chairman, Mr K. Hainsworth welcomed Miss Astrid Blackburn and Mr Tim Watton, from Cherwell District Council who have the responsibility for coordinating the development framework plan for Cherwell and North Oxfordshire. He said that eight other potential sites had been brought to his notice but were not currently in the Plan. He also mentioned that planning gain could come from housing development and that this could include the provision of affordable dwellings.

In their presentation Miss Blackburn and Mr Watton explained that Cherwell District Council, following explicit instructions from Whitehall, have prepared this plan without taking into account the limited facilities in the villages.

The Development Plan relates to sites with potential for 10 or more houses and currently shows two sites deemed suitable for housing development:

· A site at Quarry Farm, currently owned by Mr R. Tew and
· A site on land adjoining Top Farm, currently owned by the Coles Family Trust.

They would welcome comments from members of the village on the suitability of their proposals and have prepared an initial Issues and Options Paper as a basis for consultation.

There is still an option for extra sites to be added to the Development Plan by landowners or developers until the deadline of August 25 but there will be an opportunity to comment on these additions at that time.

Currently the categorisation of villages according to their suitability for development is under review and should be decided by the end of this year. It is likely that Shenington with Alkerton will revert to its recent status, Category 2 and this should preclude any major future development.

It is envisaged that some 560 houses will be built in the villages of North Oxfordshire over a 20 year period at a steady rate and that this would mean that the rate of future development in our two villages would be very similar to that experienced over the past 20 years.

In the Open Forum, there was a strong consensus that the Parish Council should restrict its comments to the two sites in the current Plan and that they should deem them as unsuitable.

The Parish Council will formulate its response to Cherwell District Council at its next meeting on September 4 in order to meet an extended deadline of September 9.
