4 Jun 2006 - ANNUAL OPEN MEETING OF PARISH COUNCIL
MINUTES OF THE SHENINGTON WITH ALKERTON ANNUAL PARISH MEETING
This meeting was held in the Village Hall on Wednesday 10th May 2006 at 8:00 pm. Six Parish Councillors were present. 10 members of the public attended.
Apologies were received from Ms J Walters.
1. Chairman's Remarks
The Chairman welcomed members of the public.
2. Minutes of the previous meeting held Wednesday 11th May 2005
There were no objections to the minutes raised and it was agreed that the minutes be approved.
3. Chairman's Report
Chairman read out his report (the text of which is available separately). The report covered the following areas:
· The open and democratic processes of the Parish Council
· Attendance at the public meetings of the Parish Council
· Allegations made by Mr K Hainsworth
· The Alkerton Tip
· Planning
· The Kart Club
· Highways, Traffic Control and Footpaths
· The Village Green; and
· Election literature from the parish council elections.
4. Annual Accounts
The accounts for the year ended 31st March 2006 show an excess of receipts over payments of £1315.21. This compares with an excess of £150.86 for 2004/5.
5. Public Business
Village play Facilities
One member of the public suggested that there should be something for the children of the village, such as a park. He noted that there are an increasing number of young people.
The Chairman indicated that the school playing field would be ideal for this.
Another member of the public noted that there has recently been a serious accident involving a teenager, and that a more structured environment for teenagers, such as a skate park would be safer.
Ms G Crabb, noted that land owners had been asked for land to rent or lease for a playground, as grants are available for this, but no land owners had any land available.
It was noted that other villages did have such play areas.
Democratic Outlook of the Village
One member of the public supported the points that the Chairman made in his report regarding the democratic outlook of the village, and noted that if more members of the public attended they would be better informed. He noted that few members of the village attended Parish Council meetings.
Another member of the public believed that more effort should be made to advertise meetings. The Chairman stated that notices of the meetings we put on both the village notice boards and published on the village website. He also noted that the Parish Council meetings follow a regular cycle, so meeting dates and times are known a year in advance (every other month on the second Wednesday of the month at 8:00 in the village hall).
Another member of the public noted that the Parish Council meetings were listed in the Banbury Guardian.
The Chairman asked people to notify the new council of any preferred methods of communicating the details of Parish Council meetings.
Bus Timetable
One member of the public noted that the bus timetable was missing from the village bus stop, and asked if it could be protected.
Ms G Crabb noted that the timetable had been put up several times, and agreed that some form of protection would be appropriate.
There was wide agreement that the bus service should be supported.
