PARISH COUNCIL MEETING 13th July 2005

Six members of the Parish Council and the Parish Clerk were joined by 3 members of the public at the Meeting held on Wednesday, 13 July 2005.

Due to his failure both to attend and not to apologise for his absence at four meetings, Mr. Paul Kopp was deemed to have resigned from the Council and the Clerk was instructed to publish a standard notice of a vacancy. In view of the short time of the appointment, (the Council is due for re-election in April 2006), Councillors were concerned that this appointment should be done without incurring the cost of holding an election.

In view of the small size of the notice board at Alkerton the Clerk agreed to reduce the size of the minutes so that they can be fully displayed there.

Keith Heron agreed to act as Vice-chairman and was unanimously elected.

The Council approved the accounts for 2004/5 which had been completed by Michael Wright, acting as Finance Officer. Mr Wright, as Chairman, duly completed the return to be made to the official auditor.
The accounts will be available for public scrutiny at Senedone House, home of Mr Wright from 26 July to 19 August and public notices to this effect will be displayed on the notice boards.

It was agreed to obtain a new mandate for the account held at Barclays Bank.

It was noted that the grant to the Parochial Church Council towards the cost of maintaining the two churchyards had not been paid and the Council agreed to pay this together with the grant for the present financial year.

Keith Hainsworth noted that the Quarry Action Group had residual funds of £700 and the Council agreed that these moneys should be transferred into the Council?s bank account.

The Council agreed to invite representatives from the management of Alkerton tip to the November meeting and will prepare an agenda for discussion at that meeting.

The Oxfordshire Highways Department will erect School signs on existing posts on the Green and opposite the entrance to Mill Lane. It was noted that the road from Tysoe Crossroad to the White House, Epwell will be closed for 5 days from 5 August to facilitate road improvement.

Mrs. Gillian Crabb gave a synopsis of the recent planning applications. Members of the Council reported that deviations from the authorised planning permissions had recently occurred and the Council agreed that it had a duty to monitor those permissions and to notify any deviations to the planning authority.

Dr. Heron reported that regular and systematic observations of the noise, fumes and weather on the occasions of Kart Club meetings are continuing to be made by parishioners. It was agreed to invite the Kart Club to a meeting in the Village Hall in August to discuss their programme for the next season.

The Councillors discussed the role of Social Housing as it relates to the parish. They agreed to invite an advisor to their next meeting.

It was agreed to revert to holding the Open Forum at the start of the meeting.

The next meeting will be on Wednesday September 14 in the Village Hall at 7.30 pm.
