PARISH COUNCIL MEETING 11th May 2005
Six members of the Parish Council were joined by 6 members of the public at the Annual Parish Meeting held on Wednesday, 11th May. This was followed by the Annual General Meeting of the Council.
At the Annual Parish Meeting it was reported that the Annual accounts for the year ending 31st March 2004, which should have been submitted by the end of September, were presented and approved in January 2005. They showed a surplus of income over expenditure of £1,056. A schedule of actions necessary to present this year's accounts by mid August has been prepared. It is estimated that this year's accounts will show a smaller surplus of £150. The precept which has been raised to £5,000 to enable a satisfactory salary for the Parish Clerk compares favourably with those of villages of a similar size.
The Council formally expressed their thanks to the members of the village who regularly mow the village green.
Members of the public expressed interest in the role of the chairman, the need to have greater liaison with representative from the tip and concern over the steps adjacent to Oriel House, traffic jams at the week-end due to queuing at the Alketon tip, and vehicles travelling at excessive speed along Stocking Lane.
At the Annual General Meeting of the Parish Council, it was noted that the Council would need to be re-elected in May 2006. Mr Michael Wright was elected as Chairman of the Council for the final year. He expressed the thanks of the Council to Mr Ray Treadwell for all the work he had done as Chairman.
It was noted with considerable satisfaction that Mr Nick de Silva had withdrawn his intention to resign from the Council.
Mr Keith Hainsworth confirmed that he will arrange for the retaining wall by the green to be rebuilt without cost to the Council and that the work would be adequately covered by insurance.
Mr Wright, as member with responsibility for finance, arranged for payments to be made for membership of the Oxfordshire Association of Local Councils and for the Council's insurance premium. He reported that fund stand at ?5,116 after receipt of 50% of this year's precept. It was agreed to add the Alkerton War Memorial on the list of assets being insured.
Mr Coln Gibson was formally appointed as Clerk to Council and the responsibilities of members of the Council were restructured as follows:
Minerals Keith Hainsworth;
Alkerton tip Nick de Silva;
Highways, Traffic, Footpaths Ray Treadwell, Keith Heron
Planning Gillian Crabb, Michael Wright
Kart Track Keith Heron, Michael Wright
Mr de Silva reported that concern had been expressed over the height of the current section of the tip. This is being controlled by the Environment unit to an approved height and will be topped with grass to reduce the visual impact.
The siting of School signs at the entrance to Stocking Lane to reduce the risk to pedestrians has been proposed by the Highways Department. The Council will examine the proposal after consultation with residents of Stocking Lane.
The Highways Department have been asked to determine the ownership of land opposite Riverside Cottage currently used for parking cars to ensure that it is properly maintained.
A new bus service timetable will come into force on June 5. The current late bus will no longr run, but there will be 5 buses per day at approximately 2 hourly intervals.
Concern has been expressed over the Tannoy system at the Kart Track and this is being investigated by the Cherwell planning department.
Keith Heron reported that the Council's archives include records of the Village Hall from 1911 when the Hall was given to the Village.
The next meeting will be on Wednesday 13th July in the Village Hall at 7.30 pm.
